SITUATION
Many companies, facilities, and events have revisited their security policies since the September 11 tragedy.  The Minnesota State Fair is no exception.  Those affiliated with the 4-H Building will need to understand the policies and procedures around security because they were altered due to 9/11.  Read this memo carefully to determine how these policies will affect your State Fair visit.

PRE STATE FAIR
Beginning August 10th, there will be only two available entrances onto the Fairgrounds.  These two entrances are the North Underwood gate and the Canfield gate.  The North Underwood Street gate (marked #1 on the State Fair map) is available by taking either Underwood Street off Larpenteur Ave. OR Hoyt Ave. off Snelling Ave.  The Canfield Street gate (marked #14 on the State Fair map) is west of the Swine Barn off Como Ave.  All vehicles entering the grounds from August 10 until August 24 will be security screened.  Translated to 4-H activities, if you are coming to the Fairgrounds for one of the following reasons between August 10 and August 24, you will need to use one of these two entrances: Minnesota State Arts-In, General Livestock Judging, and Consumer Decisions Contests, the Livestock Show Coordinators meeting, Final Registration for counties, those bringing individual projects to the 4-H Building ahead of or on August 24 and Livestock encampment delegations.  Parking in the lot north of the 4-H Building and in front of the 4-H Building on Cosgrove is appropriate ONLY until August 24.

OVERNIGHT PARKING DURING THE FAIR
Overnight parking will be made available on a first-come-fist-serve basis in the Earle Brown lot adjacent to the St. Paul Campus.  This lot is east of the Earle Brown Center and will be made available to overnight parking.  It will be a non-staffed lot.  The closest entrance onto the grounds from the Earle Brown lot is just to the East of the lot or the West Dan Patch entrance.  NOTE:  Those using the Earle Brown lot for overnight parking will need an appropriate sticker.  These stickers will be available in the 4-H Superintendent’s Office in the 4-H Building or in the 4-H Livestock Office (during 4-H livestock weekend only) in the cattle barn. For 4-H people, this lot will be good for overnight parking.  It is not, however, close to the 4-H Building.  The Earle Brown lot will be a good alternative for those who need overnight parking.  We also have a limited amount of overnight parking available in a lot near Bailey Hall on the St. Paul Campus.  These spots must be reserved through the 4-H Superintendent’s Office.

4-H LIVESTOCK WEEKEND

Wednesday Arrival
All Counties are REQUIRED to arrive on Wednesday with livestock. ALL LIVESTOCK IN PLACE BY 8 PM WEDNESDAY.
**NOTE THIS IS 1 HOUR EARLIER THAT 2008!
PLEASE NOTE: NO ANIMALS ALLOWED ON FAIR GROUNDS PRIOR TO 7 AM Wednesday. This includes the barns, in the tie outs or kept in trailers parked on the ground. Violators will not be allowed to exhibit and will be sent home.

Sunday Load Out
The only bus/van activity allowed around the 4-H Building on Sunday will be the 4-H shuttle and livestock counties that are assigned to General Encampment 1.  Counties traveling as group delegations will want to be clear with their 4-Hers as to whether their Sunday pickup point for livestock 4-Hers is in the barns area or at the lodging site (Bailey Hall or 4-H Building).

4-H SHUTTLE BUS FOR LIVESTOCK EXHIBITORS
The 4-H shuttle bus will run continually from 7 AM to noon on Thursday morning to best service 4-H livestock exhibitors.  The drop off/pickup points will be the 4-H Building, Livestock Judging Arena, Bailey Hall, and Earle Brown parking lot.  This continual 4-H shuttle will run again on Sunday morning from 7 AM to 1 PM.  Beginning Thursday noon, the 4-H shuttle will have a regular schedule with drop off/pickup points at the 4-H Building, in front of the 4-H Swine Barn Office and Bailey Hall.  This regular shuttle schedule will continue from Thursday noon through Saturday night.  The schedule for the regular shuttle will be available in the 4-H livestock office of each of the seven species areas.

4-HERS STAYING IN BAILEY HALL
Note that 4-H livestock exhibitors staying in Bailey Hall will be able to enter the Fairgrounds through the West Dan Patch (#13 on the State Fair map) beginning at 5 AM on Thursday, Friday, Saturday and Sunday mornings.

LONG DISTANCE LIVESTOCK COUNTIES
Long distance counties are described as counties whose county seat is more than 200 miles from St. Paul.  Trucks, trailers and semi’s from long distance counties can stage in the West Canfield lot at 1 PM on Sunday.  Early staging passes for these counties will be available in the 4-H Livestock Office beginning on Friday.

LAMA ENCAMPMENT
No special arrangements are made for 4-Hers arriving during Lama encampment.

GENERAL ENCAMPMENTS
(last eight days of the fair)

All buses delivering 4-Hers to General Encampments will use the Transit Way entrance off Como west of the livestock barns.  They will NO LONGER be able to enter the main gate off Snelling.  All vehicles will be security checked at the Transit Way entrance.  These vehicles, once entering the fairgrounds from the Transit Way, will proceed east down Dan Patch and take a left onto Randall.  They will proceed on Randall until they get to the Parking Lot north of the 4-H Building, which is just before the Snelling Ave. fence.  Delegations should be dropped off and enter the north entrance to the 4-H Building.  The window for entering the grounds from the Transit Way is 3-5 PM.  All counties will be expected to arrive at the 4-H Building within the 3-5 PM, 2-hour window.  4-H vehicles should NOT plan to depart any earlier than 3 PM on the final day of your Encampment. And buses arriving before 2:45 pm must stay in the Giraffe lot until 2:45 (when the parade is finished). They will then be directed to the 4-H building.

HANDICAP PARKING
Handicap parking is available in the following three places:  1.  north of the Pet Center, 2. north of Heritage Square, and 3. the front of the south Como lot.
SHARE THE FUN
There will be no special accommodations for counties with Share the Fun props.  Props must be carried to the 4-H Building from parking lots OR they may be brought on the bus with the county delegation.  This is why we do not encourage extensive props for State Fair Share the Fun acts.
